On February 4, 2023, the Annapolis Valley, a key horticulture area in Nova Scotia, experienced temperatures plummeting to -25 C. In response to the significant impact on grape and fruit growers, the Nova Scotia Department of Agriculture, led by Minister Greg Morrow, announced on March 9, 2023, the allocation of $15 million in funding through Phase 2 of the Polar Vortex Industry Recovery Program. This initiative aims to assist growers still grappling with the aftermath of the February cold spell. "We knew it would take a number of seasons for farmers to know how much damage was done," Morrow commented, highlighting the program's success.
The funding is designated for virus testing, plant materials, and ongoing crop maintenance, addressing increased maintenance costs for the recovery of grapes, stone fruit, cranberries, and other cold-sensitive crops. The Department collaborates with Horticulture Nova Scotia and industry representatives to tailor the program to the growers' needs, ensuring a comprehensive assessment of the long-term impact and recovery requirements of the sector. Marlene Huntley, Executive Director of Horticulture Nova Scotia, and Steve Ells, President of the Grape Growers Association of Nova Scotia, both expressed gratitude for the critical support provided by the program, emphasizing its role in the recovery and sustained operation of affected vineyards and farms.
The Polar Vortex Industry Recovery Program is part of a broader suite of business risk management programs, including crop insurance, designed to mitigate the adverse effects of climatic events on agriculture.
